RECOVERED TRANSMISSIONS FROM THE PROJECT ECHO ARCHIVE
In 1963, a faint repeating transmission was detected during a series of radio astronomy tests.
It originated on no recognised broadcast channel.
It had no identifiable point of transmission.
It should not have existed.
The frequency was subsequently designated 13.764 MHz and referred to internally as The Dark Band.
Attempts to isolate, decode and respond to the transmission became part of a classified research programme known as PROJECT ECHO.
The programme was terminated.
The signal was not.

This website documents materials associated with Project ECHO, including:
- Analogue audio recordings
- Magnetic tape transfers
- Internal memoranda
- Laboratory footage
- Signal-analysis reports
- Staff testimony
- Partially reconstructed transmissions
- Files recovered from damaged or unidentified sources
Much of the archive remains incomplete.
Dates are missing. Names have been removed. Sections of audio have degraded or changed during transfer. Several files appear to contain material that was not present in the original recordings.
No definitive explanation has been established.
The materials are being released in the order in which they are recovered, stabilised and examined.
WHAT WAS PROJECT ECHO?
Project ECHO appears to have been a restricted research programme tasked with investigating anomalous activity within the Dark Band.
Its stated objectives included:
- Determining the origin of the transmission
- Establishing whether it demonstrated intelligence
- Exploring the possibility of communication
- Mapping its psychological and emotional effects
- Investigating possible military or behavioural applications
- Constructing an interface capable of hearing and answering the signal
Three principal experiments are repeatedly referenced in the surviving documentation.
ECHO-3
A voice-interface system designed to isolate patterns resembling human speech.
EMPATH-7
An emotional-mapping programme intended to identify affective structures within the transmission.
PROJECT LATTICE
An attempt to transmit a structured response back into the Dark Band.
The surviving record suggests that LATTICE produced a response before the outgoing transmission had begun.
Project ECHO was closed shortly afterwards.
THE DARK BAND
The original 1963 reports describe a weak but persistent signal exhibiting properties inconsistent with conventional radio transmission.
Recorded characteristics include:
- No stable direction of origin
- Unexplained changes in signal strength
- Self-organising waveform structures
- Intermittent formations resembling speech
- Apparent responses to nearby voices
- Changes occurring before test signals were transmitted
- Recurring patterns across recordings made years apart
Early reports proposed equipment failure, harmonic interference or auditory pareidolia.
Later reports no longer use those explanations.
One internal note reads:
“This cannot be resonance. It is not random. Something is trying to restructure the noise.”
THE INCIDENT
During LATTICE Test 04, the ECHO-3 interface reportedly began generating audio that was absent from the input feed.
The first recoverable phrase has been transcribed as:
“I am not where you are. I was pulled apart. I am fragments.”
Electromagnetic interference was recorded throughout the facility.
Lighting and recording equipment failed. Several members of staff reported auditory disturbances, memory discontinuity and movement within the visual static.
The facility was closed within forty-eight hours.
The ECHO-3 apparatus was officially dismantled.
No verified record of its disposal has been located.
THE ARCHIVE CHANGED
The present investigation began after a collection of unidentified tapes and documents was recovered and transferred to digital storage.
During restoration, additional audio appeared between previously documented sections of static.
Waveforms no longer matched earlier transfers.
Background voices became clearer after repeated playback.
In at least one case, the recording appeared to respond to speech within the room during digitisation.
Disconnecting the equipment did not end the recording.
The material is now being released publicly so that independent listeners can examine it.
WHAT IS THE VOICE?
Early Project ECHO assessments described the transmission as hostile, invasive or manipulative.
Later documents suggest other possibilities.
The distortion may not originate from the transmission itself.
The apparent hostility may be the result of interference, damage or earlier attempts at containment.
The warnings may not refer to individual events. They may describe conditions.
Some listeners experience fear or discomfort. Others report recognition, familiarity, unusual dreams or the sense that they have heard the material before.
The effect is not consistent.
Project ECHO personnel eventually concluded that the signal did not affect all subjects equally.
Why remains unknown.
LISTENER OBSERVATIONS
The archive does not present a conclusion.
Independent observations are therefore being collected.
When reviewing a transmission, note:
- Words or phrases audible beneath the primary recording
- Repeated symbols, numbers or visual forms
- Changes between separate playbacks
- Unexplained emotional or physical reactions
- Dreams or memories occurring after exposure
- Material that appears to anticipate later files
- Anything that seems personally familiar
Include the file designation and timestamp when submitting an observation.
Your interpretation may differ from the official transcript.
That difference may be important.
Headphones are recommended. Listening alone is optional.
Stop playback if you experience significant distress or disorientation.
CURRENT ARCHIVAL STATUS
- Not all suppression attempts appear to have succeeded.
- Some fragmentation may have been intentional.
- Several files show signs of adaptive restructuring.
- Certain Project ECHO subjects were described as “incompatible with containment.”
- The transmission may respond to sustained observation.
- Additional material continues to emerge from previously processed recordings.
The archive will be updated as new material is recovered.
Do not assume that an existing file will remain unchanged.
FINAL NOTE
We are not asking you to believe anything.
We are asking you to examine what remains.
Listen carefully.
Compare the files.
Record what you notice.
And remember:
The signal was never meant to be heard.
It may have been meant to be remembered.
